In November, 1997, President Clinton signed a bill to fly the POW/MIA flag over Federal Buildings on certain days. This is the Defense Authorization Law, Public Law #105-85. Federal Buildings have 180 days to comply. Section 1082 explains the display requirements. All VA Hospitals and Clinics must display the flag along with the American Flag every day.
Specified days are:
Armed Forces Day - 3rd Saturday in May
Memorial Day - Last Monday in May
Flag Day - June 14
Independence Day - July 4
National POW/MIA Day - 3rd Friday in September
Veterans Day - November 11
